Position and Movement
The easiest way to explain this exercise is to visualize yourself making an "I don't know" type gesture. You simply raise and lower your shoulders while keeping your shoulders back and your head up. Your arms should be almost completely straight throughout the movement, and your feet about shoulder width apart.
Tip
For a twist on this exercise, use a barbell instead of a pair of dumbells. It is the same movement, but you'll probably notice using a barbell will give you a bit of a different workout as well as help to add some variety to this exercise.
